Chief Richard Hines is a 21-year veteran officer. He came to the village as a patrolman on March 14, 1988 from the Elmwood Place Police Department where he started his law enforcement career in 1985.

Chief Hines came up through the ranks being promoted to the rank of Lieutenant on April 1, 1990. He served as the day shift lieutenant until he was promoted to Chief of Police on May 27, 2005.

Chief Hines is a 1985 graduate of the Scarlet Oaks Police Academy, and a 2000 graduate of the Police Executive Leadership College. In 2000 he attended classes at the University of Louisville, which focused on the leadership of a small police agency. He is a former member of the Hamilton County S.W.A.T. Team. He has also served on numerous countywide committees involving policy and procedures concerning various areas of law enforcement, and is currently a member of the Hamilton County Association of Chiefs of Police, the Ohio Association of Chiefs of Police and the National Association of Chiefs of Police. In 2000 and 2006, he received the Chief Chris Robish Police Officer of the Year Award. The award is given by fellow officers in the department.

Rick and his wife, Marietta, have been married for 20 years. They have four children and five grandchildren (three boys and twin baby girls). In his spare time, Rick enjoys hunting, fishing and loves the game of baseball.
